Admin accounts
The first admin account is created once, from the Sign In screen, when no admin account exists yet.
After that, only an already signed-in admin can create additional accounts: either below, or by
running python -m backend.manage create-admin on the server. There is still no default or
hardcoded password; every account's password is hashed, never stored in plain text.

The original single-device Capture screen, Field Reference, and Standards Management are unchanged and still available:
